Tax havens and other mechanisms that allow those with the most savvy and resources (to hire said savvy) are inherently regressive and fundamentally undermine the fairness of the tax scheme we currently have in place around the world. Aside from the mere man-hours that are spent directly evading these taxes (which are themselves an example of inefficiently allocated resources), just take a look at how some countries race to the bottom to encourage tax tourism and undermine their own efforts at legitimate governance.
